Offering over 35 years of experience in higher education leadership, good governance, social cohesion and human resource mobilization, Mr. Kleibo has proven himself as a highly qualified Management Executive and pioneer in advocating transparency and corporate social responsibility, accountability and social inclusion in Palestine.

Mr. Kleibo became the Representative of the International Labour Organization in Jerusalem (2008). He sees the ILO as absolutely central to the questions of the day: jobs, social protection, the fight against poverty, and equality.

Additionally, Kleibo headed the team who produced Palestine: A Guidebook. Mr. Kleibo holds a BA in Business Administration (1984), Birzeit University, Palestine; MA in Higher Education Leadership, University of Columbia, South Carolina (1991) and an associate degree from the University of Cambridge, UK in cross-sector partnerships. He sits on a number of advisory boards for education reform, civil society advancement, cultural heritage advancement and human development.
